The paper examines the impact of the COVID-19 pandemic on gender gaps in labor market outcomes in Egypt, where the female participation rate has chronically been low. The paper uses the nature of some of the pandemic containment measures, namely the closure of schools and childcare centers to identify the effect of the shock on workers whose is directly affected by these measures: working mothers of school age children. Using data from the Egypt Labor Force Surveys (2018-2021), we employ a difference-in-differences (DD) approach to identify the differential effect of the pandemic on women in comparison to men. The estimates indicate a significant widening of gender gaps in participation and weekly hours worked following the pandemic. We further decompose this effect using a triple-difference focusing on mothers, using men and childless women as control groups. Both approaches suggest that the overall deterioration in women’s labor market outcomes was driven primarily by a reduction in the labor supply of mothers at both the intensive and extensive margins. As school closures become a more common policy in response to large shocks such as wars, energy crises, and environmental shocks, the findings suggest that the labor supply of mothers is becoming particularly precarious.
