Accurate identification of deprived populations at a manageable geographic scale is essential for designing effective poverty alleviation policies. To address this need, we estimate poverty rates across Iranian counties by combining the 2016 Household Expenditure and Income Survey (HEIS) with a 2% random sample of the General Population and Housing Census. Counties are clustered into six groups using k-means, and for each group the established Elbers, Lanjouw, and Lanjouw methodology is applied to generate county-level poverty estimates and construct detailed poverty maps. The results show that poverty is not confined to traditionally poor provinces: deprived counties are present in both wealthy and disadvantaged provinces. This spread underscores the importance of disaggregated poverty maps, as treating all counties within a province as equally deprived risks misallocating resources and overlooking the most vulnerable communities. The maps produced here provide a practical tool for guiding targeted interventions and prioritizing socio-economic, health, and educational programs at both national and regional levels.
