Nada Kassem is a labour market and social policy research and practitioner currently pursuing a Doctorate in Policy Research and Practice at the University of Bath. She works as Labour Market Policies Manager at the Emirati Talent Competitiveness Council (NAFIS), where she focuses on labour market analysis and the design of employment and localisation policies in the UAE. Her previous roles include Senior Consultant at PwC, working on workforce and social sector policies in the GCC, and Advisor at GIZ on education-to-employment and labour market issues in Egypt. Her research interests include social, labour and education policies in the MENA region. The paper builds on her 2021 analytical review of governance in Egyptian social protection programmes, with a particular focus on pensions and the Takaful and Karama cash transfer scheme.
