Khaled Qalalwa
Director General for International Cooperation, Investment and Funding, Higher Council for Innovation and Excellence (HCIE), Palestine
Khaled Qalalwa is a Palestinian science, technology and innovation (STI) policy and innovation management expert with more than 20 years of experience in strategic planning, evidence-based policymaking, international cooperation, and innovation ecosystems. He currently serves as Director General for International Cooperation, Investment and Funding at the Higher Council for Innovation and Excellence (HCIE), Palestine, and as a National Consultant to the World Intellectual Property Organization (WIPO). He has contributed to the development of Palestine’s National Innovation Strategy, Innovation Law, Startups Law, and national STI statistical systems. He has led more than 50 studies and established partnerships with over 25 regional and international organizations. He holds a Master’s Degree in Economics and Policy from Bocconi University, Italy, and a Bachelor’s Degree in Medical Technology.
