Using the nationwide automatic enrollment policy implemented in Türkiye in 2017, this paper examines how much of the contribution flowing into the new automatic pension account represents additional retirement contributions rather than an offsetting of contributions from the pre-existing voluntary IPS account. Using administrative data covering the universe of IPS (Individual Pension System) and AES (Automatic Enrollment System) plans, we track voluntary and automatic contributions at the individual level. To assess how much automatic contributions offset existing voluntary IPS contributions, we focus on individuals who held a voluntary IPS plan before the introduction of AES. Exploiting the age-45 eligibility cutoff and the variation in the timing AES enrollment, we implement an event-time fuzzy difference-in-differences design with imperfect treatment compliance due to the two-month opt-out option after enrollment. This approach estimates both the crowd-out effect of AES on voluntary IPS contributions and its net effect on total retirement contributions. Our findings reveal that AES reduces real monthly voluntary IPS contributions by about 22₺ per participant and roughly 21 percent of the new automatic contributions are offset by lower voluntary retirement contributions. Net of this partial crowding-out, real monthly total retirement contribution increases by about 82₺ per participant. These findings highlight the effectiveness of default-driven saving policies in increasing within-retirement contributions. Automatic enrollment causes a higher crowding-out effect among employees with lower education and lower incomes, but even among employees with these characteristics, automatic enrollment continues to increase total retirement contributions. Finally, the crowding-out effect of automatic enrollment on voluntary contributions weakens and the net effect on total retirement contributions recovers in the medium-term.
