
Mustapha Taoumi
Senior Renewable Energy and Clean-Tech Policy Expert
Dr. Mustapha Taoumi is a senior renewable energy and clean-tech policy expert with over 35 years of experience in renewable energy, hydrogen, energy efficiency, and sustainable industrial development across the MENA region and Europe. He currently serves as Deputy Team Leader and Key Expert (Renewables & Green Technologies) for the EU-funded MED-GEM Network, where he leads regional analyses on green hydrogen, local value creation, and workforce development. Previously, Dr. Taoumi was Energy Technology Key Expert and Deputy Team Leader of the EU–GCC Clean Energy Technology Network (2016–2022), coordinating policy dialogue, capacity building, and technical studies to strengthen EU–GCC cooperation on clean energy technologies. Before that, he served as Regional Programme Officer at IRENA (2011–2012), where he advanced renewable energy readiness assessments and regional cooperation initiatives. Earlier in his career, he held senior advisory roles in Morocco, helping shape the country’s renewable energy and energy transition strategies. He is recognized for his strong networking, communication, and training skills, with expertise in policy advisory, strategy design, technology assessment, and stakeholder engagement. Dr. Taoumi holds a Ph.D. in Electrochemistry (Grenoble INP) and a Master’s in Management Sciences (Université de Corse). He speaks Arabic, English, French, and Spanish.
