Mahmoud Arbouch is a Senior Economist at the Policy Center for the New South (PCNS), specializing in macroeconomics, infrastructure development, industrial policy, and regional economics. His research explores how spatial dynamics, infrastructure investment, and structural transformation shape economic performance and sustainability in developing economies. He employs quantitative tools — including Input-Output and Computable General Equilibrium models — to analyze the economic and environmental impacts of transport networks and regional policies in Morocco and across Africa. His work has been featured in the Oxford Handbook of the Moroccan Economy and presented at international conferences such as the European Regional Science Association and the Regional Science Association International. At PCNS, he contributes to policy papers and research publications addressing macroeconomic resilience, regional inequality, and the sustainable financing of infrastructure. Mahmoud holds an engineering degree in Statistics and Applied Economics from INSEA-Rabat and a PhD in Economics from Mohammed VI Polytechnic University. His doctoral thesis examined the links between transportation infrastructure, regional development, and environmental sustainability through a spatial general equilibrium framework.
