Jamel Eddine Zarrouk

Jamel Zarrouk is currently Managing Director of Boulder Consultancy LLC, a Dubai-based economic advisory and consultancy company. Formerly, he worked as Senior Economic Advisor at the Department of Economic Development, Government of Dubai. Before that, he served as a Chief Economist at the Islamic Development Bank in Jeddah (2012 – 2015). He also taught economics & finance to senior students at New York University, Abu Dhabi and worked with the Arab Monetary Fund (UAE), the World Bank and US Department of the Treasury. He has advised national governments on trade policy and the economics of regional economic integration across the Middle East and North Africa. He provided consultancy to multilateral organizations, including IMF, World Bank, WTO, Arab League, and GCC Secretariat. Passionate about policy issues in developing economies, he published articles on trade and financial development including regional economic integration, contributing to debate on global institutional architecture. Dr. Zarrouk holds a PhD in Economics and was a research scholar at the Institute of Behavioral Science at the University of Colorado at Boulder, USA; he also has a master’s in economics. He is Advisory Council Member in the Center for Technology and Economic Development (CTED) at the New York University, Abu Dhabi, and Research Fellow at the Economic Research Forum (Cairo, Egypt).
