Abstract
Relations between Morocco and the European Union date back to the latter's creation. They have evolved from treaty to treaty, but that has not prevented problems from increasing. Also important are the stakes in current negotiations for the establishment of an association accord, whose main component is the creation of a free- trade area. The stakes are economic in the case of Morocco which, by strengthening its ties with Europe, seeks to avoid being marginalized in a tri-polar global economy, while they are economic and geopolitical for Europe, which is now trying to forge a vast Euro-Mediterranean economic sphere. Points of dissent - primarily regarding Morocco's exports of agricultural and agro-industrial products - are likely to be overcome, and compensations and follow-up policies aimed at cushioning the impact on the Moroccan economy are likely to be implemented.

تعود العلاقات بين المغرب والاتحاد الاوروبي إلى تاريخ انشاء هذا الاتحاد. وقد نمت هذه العلاقة من اتفاقية لأخرى، إلا أن هذا لم يحول دون تفاقم المشاكل. ونشير هنا إلى أهمية المتغيرات المحددة للمفاوضات الجارية حول انشاء اتفاقية مشاركة، المعتمدة أساساً على انشاء منطقة تجارة حرة. وهذه المتغيرات اقتصادية في المقام الأول بالنسبة للمغرب الذي يسعى، عن طريق توطيد علاقته بأوروبا، إلى تجنب تهميشه في عالم يتجه نحو ثلاثية الأقطاب. وهي اقتصادية وجيو-سياسية بالنسبة لأوروبا، التي تسعى الآن إلى إنشاء مجال واسع يشمل أوروبا وحوض البحر الأبيض المتوسط. ومن المتوقع أن يتم التغلب على نقاط الخلاف، خاصة تلك المتعلقة بصادرات المغرب من المنتجات الزراعية والزراعية الصناعية. ويجب عدم إغفال السياسات التعويضية وسياسات المتابعة التي تهدف إلى التخفيف من حدة الآثار على الاقتصاد المغربي.
