Relations between Morocco and the European Union date back to the latter’s creation. They have evolved from treaty to treaty, but that has not prevented problems from increasing. Also important are the stakes in current negotiations for the establishment of an association accord, whose main component is the creation of a free- trade area. The stakes are economic in the case of Morocco which, by strengthening its ties with Europe, seeks to avoid being marginalized in a tri-polar global economy, while they are economic and geopolitical for Europe, which is now trying to forge a vast Euro-Mediterranean economic sphere. Points of dissent – primarily regarding Morocco’s exports of agricultural and agro-industrial products – are likely to be overcome, and compensations and follow-up policies aimed at cushioning the impact on the Moroccan economy are likely to be implemented.
